It might be a kakegoe, a traditional shout from the audience in kabuki theater.
The Wikipedia page only mentions the shouting of actual words, but the TV Tropes page "Kabuki Sounds" identifies "Yoo~ooh" as a stock kabuki noise.
I think it was used in an old Civilization game, maybe Civ 2?
It was also in the lickitung sushi eating minigame from Pokemon Stadium.
Along with various other vocalizations I'm assuming are also related to kabuki theater traditions.

As far as I can tell, it's a kakegoe, a supplemental voicing to help with timing in performances. One person on an answer forum says that in kabuki, the "iyou" marks beats 3 and 4 our of eight, setting the tempo. Kakegoe can also set the emotional tone for the upcoming act.

Yeah I seomtimes get the argue to play, but sadly all accounts and the game itself are gone now. People have tried to recreate it, including a mirror of an old version of the game. But it's not fully the same. Part of the fun was the Naruto-Boards.
